    Fifteenth Finance Commission

    The central government has kept the funds provided to the Gram Panchayats under the Fifteenth Finance Commission in a limited form of 50 per cent and has instructed that it should be used mainly for drinking water and sanitation schemes. The funds distributed to the Gram Panchayats under the 15th Finance Commission are distributed by the Gram Vikas Department. The Gram Vikas Department has issued a government decision on the distribution of the funds of the 15th Finance Commission on June 29, 2020. Bonded funds from this fund are used for water supply and works under Swachh Bharat Mission.

    The limited funds provided to the Gram Panchayats under the Fifteenth Finance Commission should be used as a priority for water supply works. Accordingly, from the funds given to the Gram Panchayats under the Fifteenth Finance Commission, only the concerned Gram Panchayats will provide 100 per cent functional domestic water connection (FHTC) until further order. To be used, the following instructions are followed when doing so.

    1. The functional domestic water connection works (FHTC) should be completed at the level of the Gram Panchayat at the level of the Executive Engineer for the corrective reconnection (retrofitting) under the Jal Jeevan Mission. Deputy Engineer, Water Supply to give technical approval to such works as the Gram Panchayat has the administrative authority to use the funds of the Finance Commission given by the Gram Vikas Department. AND SANITATION SUB-DIVISION, ZILLA PARISHAD WILL BE ABLE.
    2. In villages where there is more work (e.g. Functional domestic faucet connection works (FHTC) are to be carried out through resource development, discovery of new sources, construction of elevation/gravity ducts, water tank e). Such villages should complete the water connection works to the first 100 per cent of the houses by the 15 Finance Commission.
